The Flemish government provides a total science policy fund for 2010 of 1.711 billion EUR, of which 1.066 billion EUR for research and development (R&D). Compared to 2009, this is a decrease of the science policy budget with 66 million EUR (-3.7%) and of the research budget with 64 million EUR (-5.7%). The Horizontal Budget Programme for Science Policy (HBPWB) contains resources from all thirteen policy areas.
Oriented versus non-oriented research
In 2010, the R&D budget is 1,065.9 million EUR, of which 503.4 million EUR for non-oriented research and 562.5 million EUR for oriented research. The ratio of non-oriented to oriented research is therefore 47/53. In 1995, the ratio of non-oriented to oriented research was 60/40. As of 2002, the proportion of oriented research has slightly exceeded that of non-oriented research. In 2009 and 2010, the difference between both categories has decreased slightly.
