Het hefboomeffect van Screen Flanders

Audivisuele producties

Screen Flanders is een subsidie-instrument voor films dat midden 2012 werd gelanceerd. Via Screen Flanders ondersteunt de Vlaamse overheid audiovisuele producties die een deel van hun budget in het Vlaamse gewest spenderen.

Producenten kunnen tot 400.000 euro terugbetaalbare voorschotten aanvragen ter ondersteuning voor hun uitgaven in het Vlaamse gewest. Een buitenlandse producent dient met een Belgische coproducent in zee te gaan.

Hefboom

Sinds de start van Screen Flanders in 2012 en tot en met de eerste oproep 2017, werden in totaal 118 projecten gesteund (waarvan 57% buitenlandse producties, 31% VAF gesteunde Vlaamse producties en 12% Vlaamse producties zonder VAFsteun) voor een totaal bedrag van 24.610.000 €.

Hiertegenover stond een totaal bedrag aan audiovisuele uitgaven van 121.440.768 €.

Met andere woorden, sinds de start van het programma, genereerde 1 euro investering door Screen Flanders 4,93 euro audiovisuele uitgaven in het Vlaams Gewest.

Stijgende tendens

Bij een analyse van de hefboom per oproep (verhouding steun tegenover audiovisuele uitgaven in het Vlaams Gewest) blijkt dat deze sinds de start van de steunmaatregel een stijgende tendens vertoont en momenteel richting 7 schuift.

Therefore, in Flanders, the Working Group 12 of the Flemish Stakeholder Platform for European Programmes (VEP), has drafted a reflection paper on the future FP10. A similar exercise was done in the past for the current Horizon Europe programme.
